*MOUSE BUG FIX*

Although, not exactly a mod, but Very Much Helpful.
People playing VC-MP in windows 7 might have encountered mouse bug alot of times, well this is the fix for that.

Instructions':
Just put the "mouse.cs" in your Vice City Directory and its done.
